CA16 – Update on progress of supporting documents and sub-content

As I reported to you on 19 June 2017, your union is working with QFES and QSS to get all the new parts of CA16 that –
a) create or modify an entitlement, and
b) are already operational

implemented appropriately, and in effect, including all relevant supporting procedures, forms, or otherwise.

We have held meetings with QFES on a range of matters to discuss progress and much has been achieved, but much is still to be done, and I provide below an update on those clauses and their progress.

CA16 Clauses concluded –

27      Illness when on annual or long service leave
28      Emergent leave
41      Leading FF acting up payment
45      38 hour week allowance superannuation (Firefighters and Station Officers)
52      Rescue Technician
76      38 hour week allowance superannuation (Fire Communication Officers)

These are the clauses that QFES report have been fully implemented with new content, or do not require changes to current content, or do not require any content at all.

CA16 clauses still requiring sub-content –

33      Shift swaps – organisational and employee to employee
A review of existing organisational shift swap provisions currently being trialled in SER and BR, as well as the existing employee to employee shift swap process, will commence by the end of July 2017, and we will then work on an agreed single document for all types of shift swaps which will be applied to each region to ensure there is a consistent process from region to region.

I am aware that many of you are seeking the organisational shift swap process becoming available in your region and we are working to get this finished as we believe there are positive benefits to you and your colleagues as you have another way to have a shift off when required.

35      Temporary change of roster
An initial meeting between QFES and HR and rosters and UFUQ representatives has occurred and we will continue to develop this documentation, so an agreed position can be published state wide.

QFES is going to inform regional management that the clause provides for the three key principles, being a) no negative hours balance, b) no requirement to make up (work) the difference in hours, and c) no loss of pay.

These three principles will form the basis of how this is to be administratively managed.

48      FFF & RAAP
Union FFF and RAAP representatives and management have had a very positive meeting, and we are well advanced to achieving an agreed procedure to manage the payment of this newly renegotiated payment.

55      Station officer professional development
Preliminary discussions have commenced regarding the basics of what will be needed in the documentation supporting professional development, however, consultation has not commenced.

72(e)   Z shift procedure for FCO’s
An initial consultation meeting between State Fire Communications Section management and QFES Firecom representatives and the UFUQ state office regarding the Z shift procedure has occurred and soon there will be a call for input from FCOs into a document detailing the specifics of the draft procedure, and we expect this document to be concluded by the end of July 2017.

CA16 clauses yet to have content development commenced –

The clauses listed below are the remaining clauses that have a new or modified entitlement and do not commence until at least January 2018, and these clauses will be addressed after the above clauses are fully agreed and implemented.

53      Fire Investigation Officer allowance
Implementation due by 1 September 2017.

Preliminary meetings between UFUQ state office and fire investigators have occurred and we are preparing our documentation to put to QFES.  This work of consulting with QFES on the agreed content will commence before the end of July 2017.

54      BA/HAZMAT/Scientific allowance
Implementation due by 1 September 2017.

Preliminary meetings with both state and regional BA Hazmat and scientific officers have started, there are more of these scheduled before the end of July, both state and regional input will be considered, and we are about to commence preparing our documentation to put to QFES.  This work of consulting with QFES on the agreed content will commence before the end of July 2017.

23      Health and well-being
Implementation due by 30 June 2019.

56      Paid travel time
Implementation due by 1 January 2018.

57      Temporary relocation policy
Implementation due by 30 June 2019.

72(g)  An agreed methodology for debiting of annual leave for FCOs
Implementation due by 30 June 2019.

83      FCO Part-time employment review
Implementation due by 30 June 2019.

84      FCO rostering review
Implementation due by 30 June 2019.
